Random Locations

 

Patrolling vehicles are effective only while they are in a particular area and/or when they respond to a particular complaint. Static vehicles are a waste of resources and reduce the value of the service offering. For this reason, Harties Community CrimeWatch will also make use of protection officers that will be deployed for static observation posts at rando locations.

 

By doing this, we will have opportunity to increase security efforts in any particular area in anticipation of increased risk periods while we can move and place the static protection officers at random times to random locations. This will enable us to address areas where the are known crime patterns or in areas typically used by criminals as approach and departure paths. Our static officers will be equipped with self defence and non-lethal defense equipment and 2-way radios.

Crime-sensitive Placements

 

In any built-up area, crime trends will oscilate as reactive efforts in response to crime trends are used by police and security services. Criminals are very sensitive to increased security efforts in a particular area and will often re-direct their attention to areas where there is less effort. By exploiting this "tit-for-tat" model of enforcement, the criminals are assured that a lack of resources force police services to largely act in a reactive role, rather than a proactive one. They know how the police operates.

 

For this reason, Harties Community CrimeWatch can assist the efforts of the SAPS by moving the positions of the statif protection officers in reaction to crime trends, reducing the operational pressure on the police efforts. By deploying officers in response to crime trends, we can influence crime patterns positively.

Active Surveillance

 

It is a well-known intelligence strategy to study known patterns, data sets and movements of known subjects in order for unknown, rogue or enemy subjects to be identified. If a crowd of people all walk in one direction, by agreement and change direction at a pre-determined time, anyone not equally informed will immediately attract attention. We will exploit this strategy.

 

By educating the CrimeWatch Members and allowing residents to register on a limited databse, CrimeWatch and Neighborhood Watch Patrollers will be placed in a position to verify any vehicle beloning to a member immediately saving valuable time that can be spent better focusing on criminals than to waste it pursuing and verifying a "suspicious vehicle" for extended perdiods only to learn that it is a known resident and all the effort was in vain. Our database will save resources.
